Are board requests possible in football manager classic?

Yes. You only have 3 requests to choose from i think (there is for brighton anyway) wage budget increase, transfer budget increase and better youth or training facilities

i have started with a number of clubs portsmouth, cska, dortmond, havent and waterloo and brentford and none of these allow me to make board requests.
