is it considering cheating in the game or not ?

i tend too use the budget adjustment alot purely on just getting some transfer money if i do a LLM save. I do tend to worry when this does happen it does affect my playing team now (Salisbury 2014-15 BSS) was top of the league in Oct time and now Dec i am now 16th.

Definetly not if its what Raikan is on about. If its via FMRTE then yeah it is, but its your game, you can play it how you want it.
