I started a game with sporting got 0 transfer budget, all money put into wage, and wouldn't let me change it. I then started over with Udinese and same thing. I went to the big clubs like united and Chelsea even city and all clubs had the same thing. 0 transfer all wage and no changing it. Could anyone tell me why this is happening?

You must of unticked the "Allow First Window Transfer Budget" on the start up menu.
