Can being high ranked with a country influence the youth regens?

Hi,

I'm currently playing in the Premier league but have the 8 English player rule holding me back since there is a lack of quality players in England.

I don't like to manage country teams but will it increase the amount of good regens in England if i can get good results with the national team or is this not related at all?

Don't think it would, some of the best regens come from African/Less reputable European countries.

Tunisia, Croatia, Ivory coast and Nigeria give good regens over a few years.
Brazil and Italy get the most though.
