Can I apply at a manager job while it's not vacant?

Well the only thing you can do while someone is manager is DECLARE INTEREST!! This is only possible if the manager isn't doing well and hope for the best if the team approaches you!!

no. if the job status is insecure or worse, you can declare interest and thats it, and wait and hope

the declare interest tab in top right corner part of screen-click on team you're interested in, then look for the button. careful though-the board of the club you're at may not take too it very well depending on where you are right now

You need to wait till the opposing manager's job status deteriorates. I.E. Job status = Insecure.
