Yeah, under Team Settings. I believe you control the first team and youth then.

then you set tactics, line-up etc?

You can control the youth team if you are the manager, check under team settings, you can't be the manager of only the youth team. You can however control the B and C teams in Spain for example that play in the lower divisions. It can be very annoying though, as soon as a player puts in some good performances he will be moved to the senior team.
