Can someone answer my questions please ?

1.Im playing with CSKA (sofia) (bulgarian club) ... and my scouts always find foreigners from Mali, Guinea, Chile, Angola mostly Brazil and others.... They don t find anyone who is from Europe, but I have scouts from Spaina france ....

2.How to increase the percentage of the chairman to say YES when i want somehing to upgrade from the Boardroom ?

you can choose where your scouts search on the scouting assignment tab, and generally the only way to get the board to agree to your requests more regularly is by improving your financial position and being generally succesful. Good Luck!

Thank but when I pick them to scout Spen for exmp. they finish it on the next day without finding anything

Set them to scout a bigger area instead then - like instead of spain choose central europe (then they will not stop)
You can also choose specific tournaments (like BBVA, or spain u/18)
