Can staff improove ?

A question i have always wanted to know..
Can your staff improove their stats e.g. Judging Player Potential and Ability. And maybe even there Man Management skills?

Hopefully someone has the answer too this question,
And maybe even some screenshots off beforee and after would be spiffing.

Yes, they have a CA and a PA just like players, meaning they may also decline too.
