Can't change season update and start date

Editing a new league but it won't let me change the season update and start date, and idea why?

you have to create a "New Nation Ruling" to get access to that setting

I do that however the date stays fixed and won't let me change it

'New rules' as opposed to 'add leagues to existing'. This is done on the first screen when adding nation. Clicking on the 'adding new rules' will help you with this.
