Can't change wage budget

I'm currently doing a Liverpool save at the start of the second season. I have 70 million in the transfer budget but am overspending on my wages. It won't let me adjust the budgets does anyone know why

One reason may be you have pending transfers.

This has happened to me as well, the explanation I was given was that I had changed the budgets too often in the months before.
