Can't chose affilated club

I don't know if it is some bug or they made it like that or I changed something.

Before I could chose affiliated club by myself. now board decides for me and not only that but thay can't chose (one time they did something bad)

So can you guys chose it normally by yourself?

You usually have to be in charge of a team for a couple of seasons before ya can choose, and also have decent confidence levels
