Cant chose england at start?

i just made a new save as my old one got boring but i want to start one as hull, but when i chose the nations, there is a yellow warning sign next to england and i cant click it, anyone know why?

You've obviously edited the Nation Rules in the editor. If you put your courser over the warning sign it should tell you what's wrong.
