Can't edit wage budget/transfer budget?

I can't change my wage budget. I'm managing Liverpool and im about to start my 3rd season. I placed 2nd in the league and got to the final in CL. Suddenly I cant change my wage budget (currently at 1,6 million pounds) The FFP has set a limit of 86 million pounds in wages for my club. So 1,6 million X 52 = 83 million pounds. The question is why I cant have a bigger wage budget when my economy is really good and the previous season i could have way bigger wage budget (2,6 million atleast). If someone could answer this question I would really appreciate it. This ruins my summer plans :C

I don't know why it happens but it happened to me too, and at around the same time on my Tottenham save. It resolved on its own after about a year and a bit in-game.

Dose your clubs income actually allow for an extra 1.6M to go out on the books?
that could be a reason.
