cant find scouts from other countries?

ive been playing for a few seasons already as Nuovo Campobasso, now ascended to serie A, and now I started looking for scouts from other countries to increase my knowledge on them, and I now realize that the only scouts from other countries that aint italy are just retired players.. its like if no clubs in the world outside italy had scouts? lol.. is this related to database size and stuff?

y dont u search for staff... click scout then set your judging potential and actual abilitt parimeter to whst u want.. you should get a few scouts from.diffferent cointries

thats what I did, clicked search then setted the filter to judging and stuff, then with no results i ended up just putting "nationality" in the filter, and there are no scouts to be hired...

This is happening to me right now. I need a scout for Southeast Asia and for the U.S. but there are none to be found. Find it hard to believe that no one in the world has any knowledge of those areas.
