cant get editor to work??

just installed the game as got computer rebooted and everything cleared just installed fm09 again and when i go to access the editor i get this message

'C:\Program files\sports interactive\football manager 09\tools\data editor.exe

This application has failed to start because the application configuration is incorrect. reinstalling this application may fix this problem'

anyone know how i can sort this without having to reinstall???/
