Can't get rid of cesc fabregas

Hi i started a save with chelsea i want to change the squad and bring some young talent to the club. i hoped i'll be able to get rid of cesc for a decent price and not to pay his just 200k a week wage. i got 15 mil offer from man city yeah it's not ideal selling him to your rival but they were the only club that made an offer so i accepted it but he rejected thier contract offer since then i'm trying to sell him for 10 million but no club wants to offer him a contract. any solutions?

You probably need to pay part of his wages. Start from 50k, then slowly increase.
