Can't increase wage budget despite huge transfer budget

I'm three seasons into my Liverpool save and I've been saving up transfer funds for a few windows, so that I had about £150 million to spend in one summer window. About £90 million of that went on Pogba, based on instalments, but the board have given me £90 million left over in transfer funds.

Now, I can't actually reduce the amount of money in my transfer funds to be able to offer players any wages anymore. The most they'll let me offer is £170 per week, despite having over £90 million to spend on transfer fees. Is this a bug? How do I reduce the amount of money in the transfer kitty so I can make my wage bill sustainable?

Is it possible you may fail FFP? My board stopped me from entering contract talks on the basis we were failing FFP marginally at that time.

Do you have pending transfers? The game prevents changing it when there are pending transfers.
