Cant offer a player a contract!?

hi i am playing as arsenal and im tryin to sign joe hart but it wont let me offer him a contract, the 'confirm offer' button is greyed out and i cant click it!! why is this? all i want to do is sign a new keeper!!

cus he dont wna join ....... when you cant offer players contracts in cus there not interested in a move so there agent wont even listen to what you offer

PSG keeper is Areola
