If you haven't got 9.3 yet, the demand for the new patch is causing the steam servers to jam up. It's Saturday so they'll be getting caned again by people who couldn't get it yesterday.

If you've already got 9.3, try running the game from the .exe file found in the steamsapp folder. If it works, it's the same reason as above. If it doesn't, contact Steam customer services.
