Can't seem to get top players to my team

Hi. Have been playing a norwegian team named Viking for 6 seasons now. I've won the league the last 5 seasons, and the Euro cup. Was even ranked 16 in the world. Still I can't seem to get any really good players. Not talking about Messi, ronaldo etc, but descent players from descent premier league clubs etc. Anyone know why? The players tell me it would be a step in the wrong dirrection.. Is it possible for me to ever get the best players with a norwegian team? Anyone know?

not really no, even though your club rep is up, your league rep cant go up in this game so it'll still he hard to get players. this has been changed for fm11
