He means, if you're an English club, then you can approach to sign players at other English clubs only when there's one month remaining on their contracts. Doesn't apply to foreign clubs.

You can't offer players in Brazil a pre-contract, pretty sure of that. They don't have the Bosman ruling over there. Barcelona could not have got Neymar for free if they waited a year, even though he had only one year left on his contract.
