Capital One Cup problems after editing the database

I completed basic updates on the FM14 database like players and also the relegations and promotions in England, since I have done this the Capital One Cup will not work, it is on the game but there are no cup games played although the F.A Cup works fine.. I have tried playing without real fixtures and starting the game in June rather than July but it still not work.. any ideas?

It's most likely something to do with the promotion and relegation of the teams at the bottom of League 2, though Having not looked in the editor for about a year I couldn't tell you exactly what but hopefully this helps you figure out where to look.
