Champions league registration

I was just wondering where the rule in FM where you can name one player after the jan transfer window in your ECC squad if they had been registered for a team in europe previously came from?

I just ask because I support liverpool and I have seen people say we can't play our new signings in the europa league this year but I thought we would have been able to register one.
 
Pretty sure the rule is no player can play in CL for two teams in same season but 1 player per squad in EL can have played in CL for another club that season. In liverpool case I guess they have to choose between Sturridge or Coutinho.
