Dont know much about Charlie, but I have Jay as part of my southampton side and he's doing pretty well so far as an advanced forward using the zenith by qetesh tactic (lone striker)

What's your budget & what season. Charlie will cost less than Jay but they could have been separated at birth. Jay is defo not as good as he was in FM 12. If you need an Englishman, have a look at Will Hughes who you can train to go little bit further forward.
