athletico usually settle or about 50 mil which is alot and will proberly use up most of your budget

Only way I think you can get away with bringing Aguero in is if you sell a couple players; Anelka would be the first to go if I went down that road. Also, you might want to offload Carvalho if you're not planning on starting him; start at about £16.5 million and see if you get any takers.

Shawcross is pretty good too although may be a little slow alongside Terry

I'm trying to get Shawcross as well, though I'm thinking about playing him and Terry with a Stopper/Cover scheme if I can secure him. He's only 22 so he's still young, so he can pick up on his pace and acceleration with the right coaching and training.

(EDIT: I was able to get Shawcross after outbidding Man United; went for £12.5 million plus further incentives. Let's see how he does for me.)
