Chelsea have posted their accounts of the financial year ending June 2010.

The main highlights of this were:
1) Group turnover was up from £203.3m to £205.8m
2) Operating Loss for the financial year reduced from £72.3m to £68.6m
3) Net capital expenditure reduced from £4.2m to (£15.5m) due to player sales
4) Cash inflow of £3.8m against an outflow of £16.9m in 2008/09.

I'm sorry but any club that makes an operating loss of £68.6m is not "cash positive" and the reason they're spending big in this transfer window is because any transfer activities are included in Fifa's Financial Fair Play rules and have to be accounted for.

They are not in a position to be ready for the rules, they are spending too much and are still a bit off.

All the big clubs will know how to get around Fifa's ruling.
 
The Fifa Fair Play rules will be bent up for the big clubs.
Blatter, Platini and his other noobs will be too scared to ban the likes of Madrid, Barca, Man U and Chelsea from Champ League
 
Manchester City... if they were to have the same financial figures now for when the FFP rules come in, will be banned from all European competitions :D

This. Or, maybe, all the clubs with massive debts will start saving, so as to obey Mr. Blatter's rules... Hmm, don't think so. And this stands for almost every club in UEFA. There are very few clubs which obey to FIFA rules. Why should they? They only punish who they want.
Example: Porto was accused of referee bribery, with many proofs, several of them are hearings available at Youtube (search for: "Escutas Pinto da Costa" and see what you find) and, when Benfica and Vit. Guimaraes brought that to UEFA, Porto was considered innocent. Not a single punishment or fare. They left the TAS clear as water... That's what UEFA and FIFA are all about.
