backup RB Sime Vrsaljko you can get him for around £3m.

obvious signings will be hulk, cavani, gotze, hummels etc. Although I have never used chelsea i don't know if they can afford them on this game, i know in real life they can

I would play a 4-3-3, with an holding anchor man. Drogba to spear point in attack, torres and Mata either side of him. Search brobs tactic, is a awesome tactic to use!

I would say a 4-3-2-1 is your best bet for the primary formation, 4-4-2 and 4-1-2-1-2 are good secondary formations (the latter because some smaller clubs in the premier league tend to have narrower pitches, that could help you out a lot when going for a win against teams like stoke etc)
