Client does not wish to negotiate

Lennart thy is not negotiating with me. Is the only way he'll negotiate if my club is of the same of higher reputation then his own or can a persuade him some how even if its not 100% guaranteed to work

Depends on your wage budget for me. Countless times i've seen that, increased my wage budget and i'm allowed to offer them a contract.

Click on his agent's name and check if you're on his disliked list. If you are (Or even if you're not but you're not on his liked list) then just buy a couple of his free-agent clients for tiny wages!
