CAn you be a club and country with the same manager or do you have to be 2 different managers?

Yes, it's possible to be both a club and national manager at the same time. Just apply for empty National/Club jobs [depending if your starting as a Club/National manager already] and, eventually, you'll get one.

use the editor to remove the club manager you want to go before playing.
Start the game and select the national team manager you want to go, then simply apply for the club job you want at the start of the game. You'll normally get offered it provided its not a huge job.
I tend to go Wales national team and a club, normally swansea, wrexham or swindon =).
