contract wage negotiations

hey Ive searched and only found a closed thread about finances but in fm2013 even when I have surplus transfer money and surplus wage budget im gbp 100k surplus in my Blackburn rovers player wage budget, for some reason a lot players negotiation is greyed out or not possible as if I have no cash but I do, even when players agree to negotiate contract it has me baffled . ive changed budgets to have more surplus than needed but it seems random as some players I can give 1000s gbp to 10,000s wage salary but others I cannot even give a penny. I was thinking are we only allowed have say like 2 key players *1st team *rotation *backup etc and if I already have 2 or * I cant have anymore in contracts? perhaps but even the players status can be locked so I cant negotiate for good players I need. I remember similar buggy feeling in 2009 and 2010 I watch wages and bonuses closely and offload youth and reserves to keep finances under control but contract negotiations in relation to money manager has allocated seems flawed buggy or overly complicated at best, I have tried and tested changing contract type status and job in contracts but they are greyed out sometimes too ie locked
