This is a cookie cutter guide, which means I will explain how I see things, and offer you advice based on my own experience. It is by no means a definitive or comprehensive guide. This is just to get to you started.

I made two sets of shouts, one for possession and one for penetration:

I see things as a matter or possession vs penetration and a matter of more vs less risk. If you play with less risk, for example with counter or defend or contain mentality, you decrease the chances of goals being scored. On both sides. You then have an option of either using possession or penetration set. Penetration set will help you score, while possession set will help you hold your lead. So, a contain mentality tactic with a possession set will probably mean a 0-0 game, while overload tactic with penetration set will mean a 20-10 game. It's a matter of balance. If you want attractive football with many goals, you can perhaps use a more agressive mentality with penetration set, or if you want to scrape 1-0 wins, a less agressive mentality with peenetration set. Your board may ask you to play attacking, possession football, so you should use attack mentality with possession set.

What is important to notice here, is that you should play with a more structured team shape in case of penetration set, and a more fluid team shape in case of possession set.
