could you make a a team ranked 17-20th in one of the big league

i came 2nd on FM2010 with xerez and a 100M budget, barca toped me by 4 points! managed to get hazard and cardozo who were amazing for me, cardozo ended up top goalscorer. also signed more but cant remember who. was the most fun i have had on FM but i had to stop it after first season cause i didnt have enough HG players to play champ league! :( and xerez only had 2 HG players on the game!
 
Its a lot of money and maybe it looks easy, but what good player would sign for Blackpool, Brescia or Sporting Gijon?!
