Crazy amount of transfer fees

When i wanted to buy a player such as Bale who is valued t around 10mil, my scouts say i need to cough up 40 million. When i offer this my transfer offer gets rejected. When another player wants to buy him they have to py like 20 mil only.
Does anyone else have the same problem as me when they are the only ones paying ridiculous transfer fees compared to other clubs in their game.
Is there a way i can haggle down the cost of players?
