Create a national teams' league system

Create leagues for national teams is pretty easy, what I am trying to figure out is how to add a promotion/relegation system. Is it possible? I am trying with the advanced rules, but I am not having any luck.

I have the system sorted out in my mind already, I just need to solve that little, huge issue first.

Any ideas?

For now, I could set the promotion/relegation as a rule. But the following season, the top tier starts with the same nations and the second division does not start at all. I leave some screenshots.

Note that this is just a test, hence the teams selected. Does anyone know a solution?

There's one over on the SI forums, you could check that out/take some help if you want?

It's not very accurate in terms of north/south regionalisation, but it looks great.

I didnt make thread here so far but i will in next 2-3 days. Problem with regionalisation i cant solve 100%
In second season situation with regionalisation is even worse but thats best i could do so far.
If i found solution i will release update
