create a new nation

hi everyone!
I want to create a new nation and not change the name of an already existing one.
I enabled the add key on the screen by changing the nations. xml file but when I click add nothing happens.
Not that anyone knows which line of file.xml I have to change to allow the creation of a new nation?

I thought it was hardcoded or something that you can't add a new nation?

you can modify some of the existing nations that game does not use- cis, monaco, zair....and 10-12 more
