Is it possible to create a new English league where you can play as the (premier league teams) reserve and u18 teams. There is a database that has this but it does not work and I was wondering if someone could tell me how to make it myself.

Create a new league, then add the reserves to it. Then add Nation rules to England, and add the reserve league(s) you created.

By add the reserves to it do you mean add the players to a new team?
Example - I want to do Chelsea, would that mean I would have to create a new team called Chelsea Reserves then add the reserves to that team and then do this for every team in the EPL???

They are already on the game. (I think)

Otherwise, click on for example Chelsea, then add a reserve and under 18's team. All chelsea's players are in the players tab, so you can just add the correct players.
