Creating Cup with clubs exlusion

I want to create two continental competitions, but I do not want the same participents teams in both competitions

for example :

competition 1 : teams ranked 1 and 2 in the main league of their nation.

competition 2 : the finalists of the national cup.

how to ensure that the selected teams in the first competition , are not selected in the second ?

The editor allocates teams from top to bottom, so put the qualification rules for competition one first, then for competition two second and it'll be fine.

But what happens when a team is both first division champion and also national *** winer. I hope in this case that this team participate only at the competition1 and the team finalist of the cut participates part in the second competition.
