Creating new Cups

Is there a way to make specific leagues start at different rounds in a cup? E.g. the FA cup prem/championship teams start at round 3, but I cannot figure out how to make this happen with a new cup.

You can't make specific leagues start at different rounds of a cup but you can chose the number of teams that enter at each round of the cup

So I have managed to almost get this working, the game starts all the clubs at the right stage of the FA cup EXCEPT 13 league teams, which start at the first preliminary round, with 13 step 10 sides starting at the third round proper.

The teams in the wrong place are the same every time, anyone have any idea why the f the game does this?
