No, if you have a feeder club that in my experience is a belgian club, you can still buy a player who hasn't received a work permit and then loan that player out to the belgian feeder club until he has been there long enough to get a work permit.
They take less time to get a work permit there, 3 years I think, Celtic's belgian feeder club is Oostende.

but you will have to send him on loan mate til hes gained one
So send him to a scottish club yeah? or a belgian club?
It will have to be the belgian club, he wont get a wp for any scottish clubs.
