Data Editor - Scouting knowledge help needed

I'm trying to make a couple of scouts in the data editor for a bigger project I'm working on, but have a small problem. I do not know how to add countries to a scouts 'knowledge' section, so when I test load a game obviously scouts only have knowledge from their native country. Can anybody help me with this? Perhaps there is a simple way that I am overlooking, or maybe the issue is more complex, I don't know.
