Data editor stuck on black screen with a blue loading icon

Whenever I try to load up the data editor it doesnt launch and a loading icon is then my cursor and basically I have to restart my laptop to be able to use my laptop.

I'm currently using windows 8 and ive uninstalled and reinstalled the game and my laptop is pretty much brand new and has no problems running the game itself
