Data editor

I know I might get panned in the forum for asking a question that has been replied to a lot but...

I can't find the data editor. I've tried all suggestions on this forum and others and just cannot find it.

Is there something that I am missing? I'm running windows 7, I did not install through steam.

Any help on this will be greatly appreciated as its doing my head in.

reinstall it and yes a mod will close it
