Data Editor

I am not wishing to use the data editor to cheat however after seeing the comments of many on here i am wishing to "promote" truro to the Blue square south so that i can really work my way up.
However i cannot find it. With FM08 it was under programs within a sports interactive folder, but there is nothing like that with 09.

Any ideas where it could be or how to find it?
