db folder? No, it should go in the 'editor data' folder ;)

The db folder is for .edt and .ddt files and the editor data folder is for .xml and .dbc files :)

Well if it is not there, just create it. The path should be:
Documents\Sports Interactive\Football Manager 2011\editor data
OR
My Documents\Sports Interactive\Football Manager 2011\editor data

Depending on your OS. But I'm not sure what it is if you have a Mac.

It is probably because you have not opened the editor before. That just a guess though ;)
