I keep them in my academy for 3 years, so they gain 'home grown at club' then loan them out, works quite well!

I think it's best for them to be home grown at club and work with your coaches and facilities at your club. While sending them out for a month or two every now and then at a club that'll play them regularly, play at a good level for them and have good training facilities. Leave a recall clause to get them out if they aren't playing, though, because otherwise they could decline. Make sure they're tutored to a good personality and have the right PPMs before any loan spell though.
