Development when pre-signing youngsters

I'm currently managing in England and have found an absolutely insane 16 year old that I want to sign from Atlético Madrid. Because of the Brexit-rules, he won't be able to join in another 1,5 years, meaning he will obviously have to stay in Atlético during that time. What I was wondering is, does this affect his development during that time in any way? Like, will Atlético be less keen on giving him game time etc when they already know he will be leaving in the future, or will he develop like any youngster? I hope the question makes sense.

It's all it depends what AI manager of At. Madrid will do. There is no straight answer or "this AI will do that".
