Differences between feeder club opinions

Does anybody know what the differences are between requesting your board for a feeder club to "secure first options on players from a successful youth system" and "chance to recruit foreign youngsters".

Don't these two opionions ultimately give you the same thing? First opinion on players?

I believe the first one, is for clubs within the country, whereas the other is from other countries.
