Different Max Wages for different players

Two players. I'm negotiating a new contract with each. Both will be "key player." I can offer $60,000 to one, but only $28,000 to another. I have no outstanding offers. I don't understand why one would be higher than another.
 
It shouldn't be different if you're offering the same squad status. Can you post screenshots?

You'll notice that it's the better player to whom I can offer the larger contract.
 
The difference in CA/PA might be the key here. If it is, the board probably feels Prada doesn't justify higher wages than the 27k.

Also, like it says: "The board has informed you that the club is in a poor financial state". That's your biggest concern right there.

Might have to do with reputation of the player too? I'm not sure.
 
I mean, obviously it makes sense that the board might do this. I had just never noticed it before, and a quick search didn't turn anything up.
