Does end of year club balance relate to what the nextyear summer transferbudget can B

Trying to write this more simply than last thread i made as it got no replies.

Im on 1st season and wandering if my club has a nice profit at end of year. Does this trinkle down into what a have available to spend for the next season. If so, roughly whats the formula or percentage that i can expect. Im just eager to know what i might have avaiable for the next summer transfer window
