Does the game make things happen to purposely make things difficult

For example on my bury save I got promoted 1st season and as sometimes is the case my board sell a few of my best players for what I see as poor amounts under my nose even tho finances are in a healthy state, if this didn't happen I feel my squad without to much change would often always push on and be in chance for promotion again

I think its just random chance to be honest, hopefully you will have a takeover and get a decent chairman though
